The Tanzanian government imposed a 55% tax on the filters. When GSP representatives refused to pay the fee, filters were held in Kenya for almost 90 days, resulting in $650 in warehouse fees; also, the teachers went on strike because they had not been paid for 6 months and the schools were closed for one month.
